A municipality or agency billing residents for utilities, taxes, permits, or fines answers to the people paying the bill in a way a private business does not.

Municipal and agency billing covers things like water and sewer utility charges, property tax installments, permit fees, and fines. The collection problem itself is often simple — a known balance, a known due date — but the obligations around it are not. The portal has to work for a resident using a screen reader, a resident on an old phone with a slow connection, and a resident who does not read English as a first language. It has to be procured through a process with defined steps, not a sales call that ends in a signature the same week. And it has to produce records that satisfy the agency's own retention schedule, not just EveryBill's.

Agencies are also answerable to the public in a way that shapes how they can talk about a vendor relationship: what a portal claims to do, and what it can actually prove it does, matters more here than in most private-sector billing.

    The consumer portal is built to WCAG 2.1 AA. That is the standard EveryBill targets and can speak to honestly — not a higher claim the platform cannot back up.

    Procurement realities

    Government purchases move through RFPs, cooperative purchasing agreements, and budget cycles rather than a single sales conversation. Pricing is quoted, not published as a fixed package, so it can be adapted to how your procurement process actually works.

    Records and retention

    Payment and transaction records need to line up with the agency's own retention schedule and public-records obligations. EveryBill's reporting and file-exchange tools are built to feed that process, not to set the schedule for you.

Where we stand today

Public-sector billing is a sector the EveryBill platform is built to serve, not one we are claiming a track record in.

We are being deliberate about this because the rest of this page describes obligations rather than references. EveryBill’s existing work is concentrated in collections, legal practices, and property management. The platform capabilities described here — public-facing self-service payments, accessibility, a dedicated AWS account where the agency’s own IT can audit it — are real and in production elsewhere. What we are not doing is implying a roster of municipal customers we do not have.

Regulatory context, described honestly

Public-sector billing sits inside accessibility law, records-retention statutes, and procurement rules that vary by state, county, and agency type. EveryBill does not claim certification against any specific regulatory framework.

Which accessibility, records, and procurement rules apply to a given agency depends on its jurisdiction and its own governing statutes — that determination belongs to your agency's counsel and IT office, not to EveryBill. What EveryBill can state plainly is what the platform targets and what its infrastructure does: the consumer portal is built to WCAG 2.1 AA (never a higher claim), data is encrypted in transit with TLS 1.2+ and at rest, and agencies that need to verify isolation directly can run in a dedicated AWS account.
